public engagement in smart city development

this study was authored as a quantitative and qualitative analysis of the community engagement process undertaken by several canadian cities during the national smart city challenge. it highlights the tensions between top-down and bottom-up policy making, especially when competing for funds. ultimately, it was concluded that municipalities are continuing to vision - especially in the technological realm - separately from their citizens.
